Out of the commercial offer (including Docker Datacenter), Shipyard is probably the best standalone Docker UI arond at the day.
Great news, it already supports Swarm Mode, the “new” Swarm directly derived from Swarmkit.
Just, it’s enough to use Shipyard’s 1.12 branch (which is currently in progress).
You need to start it on the leader manager of the Swarm. Login, clone Shipyard, install Compose, and just compose up.

Shipyard already supports Docker Services, and the usual Swarm Mode node operations, such as promote, demote, drain, remove, etc. Isn’t cool?
